We're experimenting with kratos OIDC account linking with Google and wanted to take advantage of the `account_linking_mode` configuration parameter for OIDC providers. I just now noticed that there is a note on the parameter in the code that states this is available only on the Ory Network. Is this true?

Yes, correct, the `account_linking_mode` configuration is only available on Ory Network. The second page you linked mixes both, as the rest of the functionality is the same for both self-hosted and Ory Network deployments.
